In October 2005, the National Development and Reform Commission approved the formation of urban water resources development and utilization (South) National Engineering Research Center. In August 2006, the legal entity of Engineering Center——Shanghai urban water resources development and utilization national Engineering Center limited company is incorporated. Registered capital is 56,000,000 yuan, 3-year innovation capacity-building with a total investment for the Center is 130,000,000 yuan.

urban water resources development and utilization (South) National Engineering Research Center is formed by Shanghai Municipal Water North Limited which is the top scale of the National Water Supply, Shanghai Municipal Engineering Design Research Institute  which is an integrated design capacity of municipal utilities ranked first in the country, Shanghai raw water incorporated company whose raw water scale is national first, Shanghai Urban Drainage Limited Company which is fist in national-scale drainage, Tongji University which is the well-known Chinese Academy in the field of water science, and Chinese ecological environment research center. It fully reflects the enterprises as the main body, and a combinated advantages of "Industry, academia, research". The formation of the joint scientific and technological innovation will be fully reflected in the area of water resources development and utilization, water quality protection, and the water environment improvement. The cooperative innovation endows the engineering center with strong capacity of research, engineering design, achievement verification, technology transferring and integration, thus fostering personnel and serving the society.

The existing full-time workers in Center are 30, part-time science and technology workers are nearly 50, currently available full-time workers are nearly 20, part-time workers are nearly 60, among whom is an academician, 5 researchers, 20 professor and professor grade Engineers, Nearly 20 senior engineers and 23 visiting experts. It is equipped with Shanghai water resources utilization and protection (special technology) research centers, business post-doctoral research station, at present, post-doctoral station has 6 person.

Engineering Center have 2 drinking water test research base, a sewage treatment pilot research base, 2 industrial base, a design center and a laboratory analyzing water quality. Laboratory Center for drinking water analysis has gas chromatography (GC), GC-MS (GC/MS), Odor-specific analysis of the GC-MS, Fourier transform infrared spectrometer, total organic carbon (TOC) analyzer, total Halogenated organic matter (TOX) analyzer, liquid MS (LC/MS), scanning electron microscopy, atomic force microscopes, ion chromatography (ICP) analyzer, FISH analysis, X-ray spectrometer, X-ray diffraction , E. coli fast meter, the flame - in conjunction with graphite furnace atomic absorption spectrometer, and other large-scale analysis test equipment. The unit of National Engineering Center can provide research equipment, space and test base to ensure human, material and other needs of the issue.

The center is established to provide technologies that are necessary to significant engineering, namely, the municipal water resource development & Utilization project and ensuring the safe water quality project. Keeping up with the technology tendency , focusing on the change of water quality in the process of recycling water and systematic control, the center is planning to realize the systematic integration, the incubation of the result and the industrialized research in 4 areas, namely “ the municipal comprehensive improvement of the water environment”, “ ensuring the safety of drinking water”、“the efficient disposal of the sewage of the city ”、“the operation of the water supply & sewerage and water saving. Recently, the center has transferred the research result valuing 16 million RMB (including 25 patent items and 11 technological standards) for incubation and industrialized development. The engineering center is now conducting 13 projects with fund of 50 million RMB.

In the 10th Five-Year Plan period, Shanghai water  North Limited company as the main body, the Joint Tongji University, Southeast University, Fudan University, Shanghai Municipal Engineering Design Research Institute, Shanghai raw water incorporated company and national urban water supply and water quality monitoring stations in Shanghai shared "863" special science and technology major, "water pollution control technology and management", "safe drinking water protection technology in Taihu Lake watershed " (2002AA601130).
  4 demonstration projects as Ecological protection of water resources, biological pretreatment, water purification and high transmission and distribution safety have been constructed; 40 sub-project reports, 6 issue reports, a summary of research reports have been submitted; 15 national invention Patents have been applied for, 11 technical standards the preparation, 70 papers (including SCI, EI record 10) have been published, 3 monographs the publication of. 7 research patents have been used in the production practice, an industry standard has been approved implementation, and 2 local standards have been established and extended.

In 2007, center as support organization, Shanghai urban infrastructures investment raw water company, Shanghai municipal Water north company, Shanghai Water Supply Monitoring Center, Tongji University, Southeast University, Shanghai Municipal Engineering Design and Research Institute as a joint unit based on, declared "11th Five-Year" national 863 project "move risk of sudden drinking water pollution control technology development and demonstration" issue. The issue will receive national research funds 12,000,000, local government matching funds 1,200,000. In March 2007, Center in response to the "11th Five-Year" special water projects, established application guidelines in the field of drinking water security key technologies and systems. formated of a coalition group with Tongji University, Zhejiang University, center appled for national" 11th Five-Year "special water projects" drinking water insurance Technology integration and comprehensive demonstration in the lower reaches of the Yangtze River ".Based on the existing common and special problems in Yangtze River Delta area city's drinking water supply, the subject set up 6 sub-project, covering all aspects and focuses of urban water supply in Yangtze River Delta District. Center uptook the implementation preparation of sub-4, " efficient purification technology and demonstration to micro-pollution in raw water of Yangtze River, Huangpu River", and mainly or partly bear declaration work of the other three subject material. At the moment, the subject has experienced argumentation by experts organized by the National Ministry of Construction and its content has been recognized by the experts.
